引入 google-crc32c #1478

说明

问题背景: electron 编译需要 google-crc32c

涉及软件包: google-crc32c

涉及软件包地址: https://github.com/google/crc32c

所需技能:

其它: 需要引入到 src-openeuler，但这个包不需要放置到 RISC-V sig 下管理。不过请先提交至 https://build.tarsier-infra.isrc.ac.cn/project/show/Factory:RISC-V:electron:Staging 确保 electron 正常编译。
