Change SEP and INS to REB #15

After some discussions with the OEDA people and others, we're abolishing the SEP and INS subcodes in favor of just REB. This PR changes that, plus adds some South Sudan actors.

Looks like we can't merge it automatically. You probably need to rebase on Phil's changes and then reopen the PR.
