fixed very bag bug that resulted from a Vim 4 space vs. tab issue that sometimes caused date ranges to appear in the event data where actor codes should have.
Used MITIE to extract the top people, organizations, and locations in a set of several thousand documents. Added those entities to sentences I knew would code and ran them through PETRARCH. Added the uncoded actors to the dictionaries as appropriate.
Added many location names, focusing on Syria and Iraq. Many events have regions or cities as the target actors (e.g. "ISIL surrounded Mosul" ) and these do not get coded unless the city is in the dictionaries. This should greatly increase our coverage of places where I added city names.
Cleaned up some MOS/MUS stragglers.
Removed parentheses in the MilNonState actor names that were probably preventing any of them from being coded.
