Add Mordecai as geocoding option #93

Modify geolocation.py to create a option for using Mordecai for geocoding.

[x] option to change in config between CLIFF and Mordecai
[x] wrapper that translates between pipeline object and Mordecai object
[x] notification at beginning of pipeline if geo server is down
[x] unit tests for Mordecai
