Update JetStream docs for latest queue-worker #365

Description

Add section with instructions to upgrade the stream retention policy. This section is linked to from the queue-woreker logs when it detects the stream is outdated.
Update the manual Stream and Consumer configuration section for the new stream retention policy and single subscriber changes.

Keep JetStream documentation up to date for the latest queue-worker version.

Verified all commands are working.
