chore(ci): update GitHub Workflows and Actions #336

Description

This PR updates the GitHub workflows for this repository and the generated workflows for our SDKs to:

Apply consistent formatting (indentation, double quotes for strings, etc.)
Update all GitHub Actions to their latest versions.
Ensure all GitHub Actions are using commit hashes.
Ensure the relevant versions of those commit hashes are identified.
