Hi! This PR adds a unit tests directory. It is incomplete and just a start in order to see if it's on the right track. Sorry it's late (got a bit of COVID).

Add tests directory that uses pytest.
Create a flag --run-long and a marker: pytest.mark.long, to mark tests that are too slow for Github Actions to run.
Add basic tests for CKKS, BGV, and serialization.

Thoughts? Want something different?
