Use `pre-commit` to apply style guide automatically and consistently across repositories #110

When I'm developing an extension or contributing to this repository, I want style guide to be enforced automatically and consistently across OpenFisca repositories, so I can reduce my mental overhead and add value to users instead.

This could be achieved in the bootstrap script, through editing the .git folder. I am personally not convinced that this is a good idea, though. I'll start the discussion on that topic in https://github.com/openfisca/openfisca-core/issues/1016.
