Saucelabs test not passing anymore on circle CI

The circle test of legislation Explorer in circle CI are always failing

According to @guillett , this might be due to the line /sc-latest-linux.tar.gzthat should be replaced with a specific version #.

According to SauceLabs, now is it required to point to a specific version.

For some reasons, it is working with curl (curl --remote-name).
