Fixes #1163

Non-functional changes

Use the appropriate OS version in Github Actions
- Workflow was set to run on ubuntu-latest and Python 3.7.12
- ubuntu-latest changed from ubuntu-20.04 to ubuntu-22.04
- As the latter does not ship with the aforesaid Python version, builds started to fail
- This changeset restore deterministic builds by setting OS explicitly to ubuntu-20.04

Coverage remained the same at 79.249% when pulling 2112693cff983c67aa2781d7c8867857f4955f00 on fix-workflow into c645aaabff4a6a1fbcd5d8f22dcf22eb1305f17b on master.
