Carbon tax reform #182

I used openfisca-france-indirect-taxation to simulation a carbon tax reform for my master thesis. I added a folder Master_Thesis_Herve in the "openfisca_france_indirect_taxation/projects". I started with a installation guide written by Paul-Dutronc Postel, I extended this file "Install openfisca-france-indirect-taxation" with some modification I had to do to make things run. (So that, every modification to the branch from elswhere that Master_Thesis_Herve is tracked in this file.)
