declar for non quifoy == 0 #2

In 2006 survey, we have some non empty declaration for people with quifoy == 1 even seeing only at non individual variables. It may be a problem with multi-declaration for people married or divorced during the year. It occurs 350 times over 17 500 case of quifoy == 1
