Fix issue with monit trying to restart emma too soon #26

Emma can take a long time to become responsive to web requests. This can cause monit to think it hasn't been started/restarted correctly and end up in a restart loop.

Going to hold off on merging this one for now. I think that perhaps we need to add a sleep into the monit emma restart command.
