Remove fake ganglia generator

• Remove the legacy fake ganglia generator.
• The mechanism it uses to generate metrics is no longer appropriate for the concertim use case.
• The actual metrics generated are no longer appropriate either.
• If we want a fake metric generator again, we can re-implement and use the metric reporting API to do so.
• Also, fix an issue with installing the dev metric reporting API.
