Fixes a typo/ wrong method in the pending_on? method for InstanceLogs which meant it was not taking into account pending action logs. This in turn meant potential miscalculations when determining instances to turn on/off when carrying out a change request, if an existing switch on/off in progress for the same group & instance type(s).
