Add creation wizard for making new switch on/off events. With the user choosing:
Node counts. Minimum or exact
Immediate (carried out in 5 minutes) or at specified time
If at a specified time:
one off or repeated
Include description (optional)
Before confirmed, show user a chart with forecasted costs with the selected counts. This will involve implementing logic for including action logs & scheduled requests in forecasts
Send slack message when submitted
Create change request on submission
At time(s) of request:
switch on/off nodes as required, using Azure API and AWS SDK
Create action logs for each switch on/off
Send slack message detailing actions
