Include Funds Transfer Requests in Audit Logs

Linked to #44 and dependent upon #50 being merged first

• Funds Transfer Requests (recording compute units sent to/from Flight Hub) are now included in the Audits page
• They and their unique statuses (submitted and failed) are included as options in the filter form

• Budgets are now also considered in the new data check, and this check made on the 'pending budgets' page

Technical Improvements

• The 'load more' audit logs logic is completely refactored, to now use server side rendering via a js.erb file
• This makes it far simpler to add new log types to this page, and change their format (as previously had to replicate layouts in the front end and add JS manipulation specific to each log type)
• Improvements made to how json routes are defined
• Improvements made to new data check logic, making it easier to include new record types
• Minor improvements to some audit log CSS specificity

Merging this into enh/hub-driven-balances as appears to be working as expected, and will simplify management of branches after any further changes to the control <--> hub workflow.
