Issue with ean8 non-unique barcode #3336

Some products contain barcodes, which start from 200-299 (Restricted circulation number), and these barcodes can be non-unique. If we take a look at item https://world.openfoodfacts.org/product/20450489/curry-flavour-instant-noodles-asda, I have a totally different product with same 20450489 barcode. Some big supermarkets seem to use such codes for items of their production, and it's quite a question how to add non-unique items to database.
