Interpret ТУ labels (or make it easier to do that)

(I prefer the server to be open-sourced first, but because that seems to be almost a requirement for taxonomies, it's related to this one, too.)

Технические условия (ТУ, [tʲɪxˈnʲit͡ɕɪskʲɪjə ʊsˈɫovʲɪjə], [tɛʔˈu]) is an organization's own document setting the requirements for one or more products, materials and similar.

In "ТУ 1115-017-38576343-2013" for materials and substances, according to WIkipedia,

• "1115" specifies the kind of product using the country-specific classificaton, which is ОКП in Russia,
• "38576343" specifies the organization who made the ТУ, using the country-specific classification, which is ОКПО in Russia.
• "2013" is the year the document was approved.

• Taxonomies are hosted on the wiki (and regularly copied to production), so we can start right away.
• Is there a CSV/XLS/TXT version of the various certifications ?
• Bonus points if you find a multilingual versions

According to Wikipedia:

• ОКПД uses codes (up to 6 digits) and descriptions from "Statistical Classification of Products by Activity in the European Economic Community" 2002.
• ОКПД2 uses codes (up to 6 digits) and descriptions from "Statistical Classification of Products by Activity in the European Economic Community" 2008, but groups differ sometimes.
• ОКПД2's codes 2 to 4 digits long usually agree with those of ОКВЭД2 (ОК 029-2014).
• One site about ОКПД refers to the UN Classifications Registry as another prototype.

I haven't found any of the three codes I took in ОКПД (at least obviously, because they may refer to components).

Note that digit groups in the actual codes are dot- or space-separated, but the codes in ТУ have no groups.

Can we perhaps get them into Wikidata as well ?

The codes and descriptions from ОКП and ОКПД2 are available in the conversion tables. E.g., in http://ru.openfoodfacts.org/label/ТУ-9163-067-05269043-13, 9163 corresponds to "91 6300" in ОКП, which is something like "wet fruit-based products" ("Консервы фруктовые и фруктово-овощные. Соки, нектары, морсы, напитки сокосодержащие, пюре, мякоть фруктовые и фруктово-овощные. Клетки цитрусовых фруктов") and has no direct correspondence in ОКПД2 (but has tens of subitems).

Codes of organizations may be available to entrepreneurs only, at least at the official sites.

But I don't mean only getting the official data and showing it: it could be helpful if OFF could show categories/companies from the other products with the numbers in the listed ТУs.

Though companies are not really meaningful at OFF except to find brands and websites and maybe potential locations?

Belarus:

• This PDF document (apparently at a standards organization of Belarus) says that in "ТУ BY 300393175.008-2011", "300393175" (nine digits) is the code of the holder of the ТУ's original.
• "2011" is the year of approval.
• On the Web, "ТУ BY" is sometimes written as "ТУ РБ" (from "Republic of Belarus").

Same with GOST an ISO, but those labels are less likely to need splitting. Also, some of them are too general (like ISO 9001 and ISO 22000), and some other standards refer to packaging (FSC-C014047 for TetraPak's cardboard).
