Investigate Apache mod_perl reload module #5593

What

[ ] Investigate https://perl.apache.org/docs/2.0/api/Apache2/Reload.html as a potential module for a live-reload on local environments.
Could speed up developing on PO (avoid restarting the backend container on code changes).

Describe the solution you'd like

[ ] Auto-reload of Apache on code changes.

Also investigate inotifywait as we could potentially use this on the host to auto-reload Apache on file changes. when-changed and livereload PyPI packages are also alternatives.
