Separate each type of data in distinct locations

Is your feature request related to a problem? Please describe.

Currently we mix all types of files in /srv/off:

• code
• static configurations files (like the taxonomy)
• local configurations files
• temporary data
• application data (this list maybe re-discussed)

We would benefit to better separate all those files in separate locations. It will help in having a clearer view on data and also simplify deployment / docker.

Describe the solution you'd like

Todo :

• list folders and assign them a type.
• decide location by type
• move files in right type and impact code.
• think about migrations.
