Discussion: Add Feature Management platform

What

• We have come to the point where we need some kind of way to communicate with the app cross-release
• For things like: #3202 or #3333
• So I'm suggesting that we add some kind of feature management platform to smoothie
• This allows to:
  • kill/shutdown (Ask for ratings when something goes wrong)
  • test different versions A/B testing (Donation campaigns, other UI)
  • release features without publishing a new version
  • Test features for a fraction of users

I've heard about unleash a while ago and it looks really good from outside but we should compare some alternatives before doing something like that

mmh, that said we could do something as simple as a JSON file for the ratings
