Photo gallery: adding a language in details doesn't add a tab #5925

Steps to reproduce the behavior

  1. Go to the Edit page
  2. Select "Photos"
  3. Select an existing photo
  4. Select a language with no photo
  5. Take a picture
  6. Go back to the previous screen
  7. The language is not in the tab bar
