Optimize specs for speed #5002

We have agreed there are a number of things we can do to optimize our specs to run faster. This epic represents that effort. The objective is to decrease the time the build takes to run. The master build is now taking between 55 and 65 minutes to run (sum of the time of each of the 4 jobs in semaphore).

We need to see what needs to be done first.

We can also use this to discuss testing strategies/conventions:

what should be tested in feature specs vs what should be only unit tested (for example, maybe we can convert some time consuming feature specs into quick unit tests?)
list places in our spec where this is done correctly and places where this is done incorrectly.
