[Spike] Automate Stripe SCA testing using puffing-billy #8957

What we should change and why (this is tech debt)

We want to be able to test interactions between the browser and external sites, to test Stripe (and Paypal) more realistically.

Context

This came up here.

Impact and timeline

Could be used on payment gateways which depending on external sites.
