[Spike] Selectively publishing/sharing Matomo metrics

Description

This is a spike to evaluate on the best way to selectively publish/share information from Matomo dashboards.

Acceptance criteria and tests

This is a spike so we are not looking for an implementation to close the issue, only a clear new issue on how to move froward to implement it (if possible). The spike should explore :

• Matomo sharing features
• Matomo's api and how we could perhaps query it to share data
