Leave the "date range" field empty in BOM and all reports

What is the need / problem?

A date range is set by default in:

• BOM page (admin/orders/bulk_management)
• Packing reports (admin/reports/packing)
• Orders and Fulfillment reports (admin/reports/orders_and_fulfillment)

One of our user requested that the date range is empty by default in those pages, because it's often not used and slows down the page. It would also be more coherent with other pages: there's no date by default in:

• Orders page (admin/orders)
• Orders and distributors report (admin/reports/orders_and_distributors)
• Bulk Co-op Supplier Report (admin/reports/bulk_coop/supplier_report)
• Payments By Type (admin/reports/payments/payments_by_payment_type)

Which type of users does this problem affect (and how many, if known)?

For now this is done to improve performance. As long as we haven't change how the code works this will not be possible. We can keep this wishlist open, but I'm adding the blocked label.
