Description

Switch to the new Open Force Field Sphinx theme.

Todos

[x] Unify OpenFF projects with a shared theme
[x] Gone over the locally generated docs to make sure everything looks good
[ ] Gone over the remotely generated docs to make sure everything looks good

Questions

[ ] Is there anything you don't like about the theme? We have a lot of flexibility to change things. Even (especially?) if you have minor complaints I would love to hear them.

Status

[ ] Waiting on PRs for all the major projects to be posted and reviewed
