README updates and another smirff99Frosst move #230

I updated the main repository README to reflect the change to merge smarty and elemental_smarty.

I also copied the current version of smirff99Frosst into the smarty/data/forcefield/ directory I'm going to make myself a checklist of everywhere a new smirff99Frosst needs to go when changes are approved.
