Update name of repo in README to smirnoff99frosst #35

This BEGINS the process of renaming to smirnoff99frosst from smirff99frosst, though to be finished, we need to wait until smirnoff finishes being separated from smarty.

@bannanc - can you do a quick check? The main goal in this PR was just to change the title on the README.md, but I made a few other edits as well.

A new conda installable version will be generated once we finalize whatever changes we want on here, do a new release, and then have Nathan/me push it to the channel (we do it manually for now). So, no, right now everything on conda is still as it was in the last release.
