Modified the dockerfile to include V2.15.1 of Gerrit #90

Please test before you merge. It works for me atleast using mysql as db.

Hi @ranaskr Thanks for the contribution. However there are further works to do a major upgrade then bump up the version number. I just switch the latest image to track v2.15.1. Welcome to try it and hope it works for you.
