✨(marsha) new cronjob managing prefetch_saml_fer_metadata command #767

Purpose

We need to manage a new command in marsha. We created a cronjob lauching every 6 hours the management command prefetch_saml_fer_metadata. This management command is responsible to refresh the renater federation cache and update its value.
