Courses that are past (end_date < now) can still be open for enrollment if the date of end of enrollment is left blank. In this case, we don't want them to appear as "archived". We introduce a new course status: browsable ("Archivé ouvert" in French).

[x] Display a "Browsable" status for courses that are past but still open for enrollment
[x] Add a filter "browsable" in the filter box on the search page
