🗃️(backend) fix playlist is_claimabde migration #2405

Purpose

When introducing is_claimable attribute, existing data has been forgotten. This migration now sets is_claimable to True for existing playlists.

The problem is not this one. The new field is required. That means, it is possible to deploy marsha with a blue/green strategy. I don't know if we should fix this now.
