Purpose

Send emails for reminding to convert a live streaming to a VOD.

Fixes #2307

Proposal

As we don't want to keep personal information, the user's email address is stored as later as possible, and deleted as soon as possible.

[x] Store user email address when stopping a live
[x] Delete user email address when the live is harvested
[x] Delete user email address when the live expires
[x] Send email when a live is ready to be converted
[x] Send email when a live convert is approaching expiration
[x] Send email when a live convert is done
