🧑‍💻(backend) use localtunnel instead of ngrok #2450

Purpose

As we need a convenient way to have external urls to allow communication between projects, localtunnel replaces ngrok.

This allow to run multiple tunnels with permanent urls. Self hosted localtunnel can be used.
