Add "Breakdown" subfeature to CountyUnlockCount

In CountyUnlockCount, follow the pattern we used in “ActiveTime” to add the Subfeatures function.

There should be one subfeature, called “Breakdown”
The first item returned by _getFeatureValues should be the sum of county unlock counts (i.e. sum([val for val in self.counties.values()]) or similar).
