The PLU Control Settings of the PEP utility AC 68 PLU Maintenance dialog contains Implied Adjective Keys settings as well as the Use Adjective Group settings. The Department Control Settings in the AC114 Department Maintenance contains only the Use Adjective Group settings.
There is also a indicator to Use Department Control Code rather than the PLU Control Code settings.
It would seem that in the interest of consistency, both PLU and Department Control Settings should have the Implied Adjective Keys control that can be used to assign a default Adjective Variation as well as to disallow some adjective variations by setting the appropriate Prohibit Variation checkboxes.
Since the PPI and Combination Coupon settings requires that a PPI code be specified, adding that to the Department Control Settings would not seem advisable at this time and will be covered in a separate issue created for that question.
