Adopt as-is content from CovJSON community:

This provides the starting point for OGC standardisation activities.

In this way, changes from the community effort will be documented under OGC source control

I have put this PR up as an action following the coverages and datacubes meeting at TC

This is a simple text lift and shift from the community repository, so that the OGC git history is coherent, showing a clear starting point for the work.

I hope this is useful, and suitable to merge by a clueful and authorised person
