Clarify high level goals in preamble (Abstract) #43

Fixes #22

It seemed to me that the Abstract was the best place for this clarification. The Scope appears to be more about context surrounding the standardisation effort, rather than the scope of CoverageJSON per se. Similarly, the README seemed to be more about the mechanics of structuring and building the document itself. Would others agree?
