From the Justification, I have [second of] three questions: ...8. Intellectual property rights: Will the contributor retain intellectual property rights? Yes.

My question: "Is the U.K. Met. Office the named contributor who will maintain the I.P. ?"

The IPR will remain with the orginator of the specification: Reading University, but they have already made the specification available under an open licence and have committed to do that in the future. If the specification moves from a Community Standard to a full OGC Standard, it would change to OGC open IPR.
