Simplify repository folder structure #73

I noticed that the spec is inside a subfolder of the top-level standard_template folder. I think this is wrong and rather the standard_template contents were supposed to be at the repo root. This would also correspond to https://github.com/opengeospatial/templates/tree/master/standard/template. If this makes sense, I can open a PR.

@ghobona Are you happy with this proposal? We want to streamline production of drafts and also copying back to teh original, non-OGC spec web site.

@letmaik Please create a PR to do this, and @ghobona will correct the Github action so that publication still works.
