Chapter numbering in the PDF #81

@ghobona The Chapter numbers seem slightly strange. E.g. 13.2. 7.2 followed by 14. 8. Chapter 6 is spurious and I propose that it be removed. Full OGC stnadards usually have an informative intro followed by a normative chapter/clause. This goes against the structreu of the document, which is more like a W3C document or some of the API standards with normative and informative texts, such as examples, intermixed.

And Abstract is missing.

Scope is an old version

@chris-little There is no Chapter 13 nor Chapter 14.

The chapter numbers in the PDF document are consistent with those in the HTML document.

I suspect that you were reviewing the previous asciidoctor-based document instead to the metanorma one. Could you please check the PDF here?
