geojson for NRCAN ww is messed up. #155

This file isn't passing muster: https://github.com/opengeospatial/ELFIE/blob/master/data/cr/nrcan_ww_cr.json

The spatial content won't show up in my latest work. I don't think it was but some recent coding uncovered that it wasn't getting written.

Testing against: http://geojsonlint.com/ I get lots of errors.

ok, I see it, For some reason, point coordinates have arrays in arrays [[ ]] instead of [ ]

easy fix

fixed. Merge #157
