Get data for a WMO WHOS cross border example linking observing to WMO regions. #22

The attached document (first attachment) from Irina may be of use as some backgrounds on WMO basins. The second document is a UN proposal for basin identifiers which Irina and I were asked to comment on, which had some issues, see emails below.

Irina Dornblut of GRDC has prepared the attached summary on the existing system of WMO Basin Indicators that are defined in the WMO Manual on Codes.

The UN Water proposal is also attached. Some specific comments on the UN Water proposal:

1.The use of alpha-codes based only on the English names is problematic in general, since English names are not generally assigned to all basins and are mostly assigned by convention and not communicated on a global scale. Alpha-codes based on English may not be meaningful for speakers of the other official languages of the United Nations.

2.The nesting of basins may be difficult to handle in a code. For example: Syr Darya River Basin is contained in the Aral Sea Basin likewise the Amu Darya River Basin; Sava or Tisza River Basins are parts of the containing Danube River Basin, Kafue River Basin is part of Zambezi River Basin, Negro River Basin is part of Amazon River Basin, Tieté basin is part of Parana basin, and so on. This mix of basins and sub-basins will be difficult to handle in discovery services without any information about the basin hierarchy (what is the encompassing or sub-basin, containing the (highest-order) catchment).

3.The use of the same coding system for basins and aquifers may result in confusion, unnecessary discussions on context, and basins and aquifer recharge zones will be spatially overlapping. Basin and aquifer identification on a global scale should be separated not merged, and instead should be linked at the application/service level.

4.There are some inconsistencies in the attached list of basins, such as the mix-up of the Amur river basin (which flows into the North Pacific), and Amu Darya Basin which flows into the Aral Sea (an internal basin in Central Asia): "Amur Daria River Basin" encoded as "AMUR".

At this stage, I don't have the bandwidth for this. @tonyboston-au is having a WMO example in ELFIE going to be an especially useful thing that we should stress over it?
