The response to issues raised by this review can be summarized into the following: Goal 1) In response to a number of comments, we want to make sure that our hydrology-domain model has all the needed features and relationships to allow definition of a complete mathematical-topology so we can eliminate the topology-related tagged values without limiting the utility of the model to future topological projects.

Goal 2) Clarify the usage of the term outfall with a goal of not using the term to describe the concept it attempts to model in HY_Features.

Goal 3) Ensure that linear referencing is still in line with the ISO standard, works for hydrology, and does not use tagged values to document its construction.
