Topo bathymetry and channel networks. #209

Note that HY_ChannelNetwork may represent topo-bathy channels. Generally clarify the idea of “container” as elevation. Addressed partially in #204 and should be described in text when referencing the proposed annex.

General comment about scale and ephemeral. Increasingly lidar and high resolution imagery are being used for topographic mapping purposes. Very detailed linear forms and depressions are / will be captured that may be considered as ephemeral drainage elements. It would be instructive to know if the HY_ChannelNetwork feature type is intended to cover such features, even though they may not be fully connected.

Elevation. The relationship between hydrography / hydrologic features and elevation is not discussed. It may be useful as background to briefly discuss the relationships.

Draft Response: A note that HY_ChannelNetwork may represent topo-bathy channels will be added to the spec. We will generally clarify the idea of “container” as elevation.

Added a bit about this in the "scheme" section 6.2.1, but need to do more in other sections. Probably 6.5.1 hydrographic and channel network.
