Linear referencing using an already located hydroLocation as the reference location? #222

I think we should remove this from the spec. I don't see the need for linear referencing except along whole flowpaths where the measurement is in reference to a known inlet or outlet.

Suggestion from @IrinaDornblut that we keep figure 16, remove figure 20, and adjust text to illustrate that this case is possible but not a common implementation. I think this is a good solution as it shows that our model CAN align with the ISO model, but emphasizes the common implementation in hydrology is relative to a catchment outlet (or inlet).
