Deffs server is missing some associations. #276

I noticed that the encompassingCatchment aggregation is missing from the deffs server. I'm guessing this has to do with how the model was converted from UML, but that may not be that important.

I'll probably just add things I can find as missing to the minimal ttl and get it passed along to the Naming Authority in the interest of expediency.

Anyone have concerns about that?

I also found that https://www.opengis.net/def/schema/hy_features/hyf/HY_River is labeled HY_Stream.
