IndoorGML 2: Draft standard or full standard with implementation #2

As discussed at the meeting on June 14, we need to decide whether IndoorGML 2 would be a draft standard or full standard with "enough" implementation. If we have enough implementation for 2.0, then we may try the full standard.

We try to make three implementations for full standard, such as FME for converting 1.1 to 2.0, conversion tool from IFC to 2.0, and robot application with 2.0.
